Sir.

Enclosure

H.B.M. Minister to the Governor of Hong Kong.

16936

303

Peking,

2nd April 1892.

I have the honour to enclose herewith to Your Excellency copy of a despatch which I have received from Her Majesty's Acting Consul at Canton, transmitting translation of a Memorial from the Viceroy on the attempted rebellion in Canton last autumn.

Her Majesty's Acting Consul calls attention to the ill-feeling engendered by the extradition law, and suggests that the inclusion of sedition amongst extraditable offences, under stringent conditions, would effect a great deal towards conciliating the Provincial Government at Canton.

I have the honour to request Your Excellency's views as to the possibility of anything being done in the matter.

I have etc.,

Rd. Claude Macdonald

His Excellency,

Sir William Robinson, K.C.M.G.
